West Virginia Recreational Economies Initiative
Helping Your Tourism & Recreation Business on the Trail to Success
The West Virginia Recreational Economies Initiative
Partner Community Capital’s West Virginia Recreation Economies Initiative (REI) is a program designed to support the growth of outdoor recreation businesses and the communities in which they operate. The initiative focuses on fostering economic development in rural areas by providing financial support, business advisory services, and community collaboration strategies to businesses and projects related to outdoor recreation and tourism.
Through REI, PCAP helps businesses leverage local natural assets, such as parks, trails, and rivers, to build sustainable and resilient outdoor economies. The initiative aims to create jobs, attract tourism, and strengthen local communities by enhancing the outdoor recreation sector, which can be a key driver of economic growth, particularly in rural and under-resourced areas.
In addition to providing funding, the REI helps communities and business owners develop strategies for long-term growth, focusing on environmental sustainability, community engagement, and equitable access to outdoor activities.

Real estate loans are primarily used for land and/or building purchases and can include construction and renovation activity.
REI supports local food networks and community groups through mentorship and capacity building activities, in addition to collaborating and planning with strategic partners at the state and regional level.
REI helps to connect food and farm businesses with the services needed to prepare for a loan, and lending services. Find out more about PCAP’s lending services here.
